I think it would depend on what the job was ( or more specificaly your job roll ). If you only needed to design with some coding or visa versa, I would say no. But I do think that generaly and profesionaly, they should know both to a reasonable degree. Then again...... the concept in itself says that they are one and the same when it comes to web designing.
