Resetting a laptop battery

A friend told me that there is a tool used to "reset" your laptop battery by zapping it with a very high voltage clearing out the tiny metal particles or something like that. I havent been able to find any info about this online, so do any of you guys know if / where this can be done? My laptop has about a 3-4 minute battery life, and I dont want to buy a new battery.
(sorry if this is off-topic here, just wanted to see if anyone knew anything about it)

what happens over a period of time the cells within the battery of the laptop start to fry then it stops  / blocks its max current input so thats why they dont last long. For the zapping you would need to use a power pack in which you can up the power each time (power being the zapping you put through the battery cells) but i would not advise it as its not 100% guarnteed fix and also you have the risk of the cells exploding in your face.

The best option is to buy a new battery or if you are good with a soldering iron go to your local hardware shop or radio control shop and buy some better rechargable and better performance cell batteries then just take the laptop battery apart get the battery cells out and unsolder from old cells and solder to new cells making sure to replace them exactly as the old ones were 
 i gurantee a better battery life for your laptop and it will hold a full charge longer than it used to

Do you know of anywhere that I could buy one of those zappers or have someone do it for me and the cost of it?

Im not being funny man but the cost of one of them zappers or getting someone to do it for you will be just as expensive as it would buying a new battery maybe a couple of dollar here or there
